"An overeager mayor (Ketil Høegh), an energetic business man with a huge ego (Finn Arve Sørbø), a woman who dreams of grand business lunches and nice goodie bags (Kristine Henriksen) and an amorous glass artist (Trude Øines) travel to the seventh floor of a fashionable rental near the Eiffel Tower to open the Embassy of Tromsø in France. The aim is to sell Tromsø to the French without having to include Oslo or the disorderly Sami with their reindeers in the loop. Now, whale meat from Northern Norway, plus wine (!) from Tromsø, should be sold to the picky eaters of France. The Sami will just have to figure out their own way to do business, and they do…
While the self-appointed diplomats of the Tromsø embassy wait for their guests, including the French president and a selection of ministers, most that can go wrong, goes utterly wrong - to say the least. A strange gallery of characters, such as lovesick neighbours, suspicious sweepers, accordion players and singers, shows up to create a universe as madcap and unexpected as it is funny and unlikely. The pace isn't slowed down by the disorderly Sami with their reindeers and beautiful music, who suddenly create significant diplomatic problems for the Tromsø delegation."
